Actually my laptop does not supported armoury carte . but I downloaded online installer version 3.0.11.0 and installed successfully it taken 23 minutes to complete.

I can't say exact reasons why you cant install. I need to personally examine your laptop windows os and the user account.
I can't say all things, but while examination I test in different scenarios.
