ThunderboltEX 4 Downgrade to firmware NVM31 HELP!

I would like the downgrade tool for ThunderboltEX 4. Im currently on firmware 36 i want to downgrade to firmware 31 for thunderbolt 2. My motherboard is PRIME Z590-P and I can send you the Serial Number, please mods reply!
