Failed to install Windows Server 2016 on KNPA-U16/RS500A-E9 and KNPP-D32/RS700A-E9/RS720A-E9 platforms.
Please adopt the latest version of Windows Server 2016 for system installing which Windows Server 2016 need to include hotfix KB4022723. More details information for hotfix KB4022723, please refer to Microsoft web site at https://support.microsoft.com/en-us/help/4022723/windows-10-update-kb4022723.
If Windows Server 2016 does not include hotfix KB4022723. Please follow the steps below to install O.S.:

Download hotfix KB4022723 from Microsoft or ASUS website

Disable IOMMU from system BIOS setup manual.
AMD_CBS -> NBIO Common options -> NB Configuration-> IOMMU [Enable→Disable]

Install Windows Server 2016

After install Windows Server 2016, please install the hotfix KB4022723

Reboot the system and enter BIOS setup manual to enable IOMMU function.
