its because fastboot uses different drivers, check device manager and install the fastboot drivers there. It's probably a yellow explamation mark with the name of "Android".

I was able to install the fastboot drivers and detect the phone in fastboot mode. But, when I ran the "flash-all.bat" file, it threw an error saying "flashing is not allowed".
This error didn't pop up when I flashed firmware using usb 2.0. But now I have only type-C port.

Asus rog phone 3 downgrading from android 11 to 10
Have you lost your mind android 11 is the most up-to-date software and there is no problem asus has been working on abdroid 11 for 2 years and has released all bugs and released android 11, not full of bugs like xiaomi. If you make android 10, your phone will not be used again.🤬😡
