Did you bought the phone in second hand? There is a good change that the phone has unlocked bootloader so no OTA update ever came.
You can try manually update but download full firmware from this link
https://www.asus.com/mobile/phones/zenfone/zenfone-9/helpdesk_download/
And then copy to the root of internal storage and reboot. The notification will appear for update.
