Settings > Accessibility > Remove Animation > On [Remove animation] is equivalent to: The three animation options in [Developer Options]: Window Animation Scale/Transition Animation Ratio/[Animation duration scale] are turned off. Among them, the camera self-timer countdown (the camera button is pulled up) is disabled (Animation duration scale]).

In the Developer Options, set the animation scale to x0.5 or higher.
