chose the langage and accept privacy term

Hi all,I had lag on my phone (Zenfone 5z) since It had upgraded to Android 9 and this morning i decided to hard reset my phone. It was be Ok and the phone restart. After chose the langage and accept privacy term the system ask to copy apps and data from cloud. I choose Dont copy and It display the popup "Settings keep stopping" with options "close App" and "App Info". I close and Instead of click on "Dont copy" I click "next" Button and it is the same trouble. I restart my phone many times it's the same trouble. Can you please help me to fix this issue? Thanks
