Why do some apps slow down refresh rate ?

Some apps like chrome, Google maps slow down refresh rate from 120Hz. Why does this happen ?

Chrome issue very irritating, try UC or Opera or others they don't freeze.

Chrome freezing occasionally seems to be an issue for most brands and models out there.
