Question, if I want to add an NVME M2 with an external case and connect it via OTG, in what format does it have to be formatted?. exFAT?, NTFS?.
For Winlator games, so I don't take up space on the phone.

It won't work. Google intentionally crippled shared storage performance a few years ago to boost their Cloud Storage sales. Anything in Play Store has to use a filesystem API that's about the same speed as an old CD-ROM. It uses a crazy amount of power too.
You can put music and photos there, but apps will hang if their data is there. Only FAT is supported - this is also the result of Google. It will refuse to mount other filesystems because they could bypass the throttled API.
The API is "Storage Access Framework." Apps that aren't from Google Play can sometimes bypass part of it for marginal performance.

I'm not crazy about paying for a "Cloud" service if I have enough space to store and transport it.
I'd have to find a way around it.

Apps that aren't from Google Play Store can partially bypass the throttle. That is, they can use native access to a FUSE mount. Bypassing FUSE too requires a rooted phone AND apps that aren't from Play Store. Google does not allow apps in Play Store if they don't use Storage Access Framework.
I'm glad Chinese phone makers are forking Android and I hope more phone makers follow. Google is hostile.

Due to Android's nature this is not natively possible, an external NVME M2 can be used only to transfer files or as a side storage, if your game has a launcher of any kind and asks for a file in a folder then it might technically be possible.
