if my mobile phone on lock but my friend  slide down lock screen and turn on flight mode making phone silent how turn off the access if phone while on lock

Just remove the Flight Mode from the top quick access making it inaccessible while the phone is locked.

This one one not the solution. If the device is locked how can we allowed quick access
