ROG phone 5 battery issue

I just bought this phone 1 month ago. And I only full charge it to 100% on the first day and after that I set it to 90% limit, I'm pretty sure the battery is still healthy.
Yesterday, I'm using my phone halfway and it shut down automatically. It was at about 17%. I plugged the charger in, it start charging from 0%. I charge for 1 hour, it wouldn't reach 100% just stuck at 99%. So I try to test it out again and the phone still shut down at 17% too.

So is this a hardware problem? Or is it a software problem? Do I need to wait for new firmware update or change another new unit since it is still under warranty?

Try these steps:
1.Drain battery to 0,( Phone would switch off by itself, try to turn on and ensure that no more juice left to power it on again)
2. Leave 30 mins,
3. Charge at Switch-off condition to 100,
4. Switch it on the device,
5. Then again Switch off and charge for 30 mins,
6. Unplug and phone to cool down for 30 mins.
Now after 30mins of cool down use you phone as you would.
