Can you please try to clear cache & storage of screen recorder app by going to Settings>apps¬ifications>system apps>screen recorder>force stop>also tap storage there click clear cache& data at a time. Also, if you haven't already, please try entering safe mode. If the function works well in Safe Mode yet the issue remains out of Safe Mode, please check any disturbance from installed 3rd party apps.
