I think you bricked your software , and you have to flash raw firmware to fix your device

Do note flashing raw wipes internal storage and afaik , theres no way you can recover data even at this state

You need fastboot and adb drivers in your computer
Yes need a windows computer any version
And you need asus raw firmware files
Both raw and adb , you can find those in xda and if you encounter error with adb and fastboot than its common issues and you can find solutions on YouTube easily
