I have tried install A12 package via DSL loader option, but not installing after downloaded packages and restart the device option.
why DSL loader installation option is failed /restricted on Rog 3 ?

No , Google mentioned DSU blog will work on without any fastboot command and locked bootloader status

I've tried both locked and unlocked but it only worked on unlocked
