4090 vs 4090 OC

would you recommend the regular 4090 or the 4090 OC?

Nvidia Geforce GTX 770 2GB DDR5 dual slot

just installed on my Dell XPS 8900, powers on, with 2 tiny leds lit up green, both fan turned on, but NO DISPLAY, tried to take out and put in multiple times, tried to put back old gpu, worked without issue, WHAT'S THE PROBLEM?

about 12 pin EPS power

 i have a power supply win 8 pin eps cable,  but my asus tuf gaming b760 MB has 12 pin EPS port , can i run the MotherBoard  with my old 8 pin EPS power cable.
