Initial start of the laptop is not possible, won’t go further than the settings, no Boot options

Began an initial start of the laptop, I have the UEFI page with the settings, no Boot options, the laptop won’t go further. Windows is not installed I guess, how is that even normal? Isn’t that supposed to be a default set-up of the laptop?
