Does the Maximus Z790 Formula require liquid cooling?

I was planning on getting a liquid cooling loop for my new build, but not right away.I see the ROG Maximus Z790 FORMULA has a block, does it actually require liquid cooling or is the passive cool enough in normal operation (without overclocking)
