No notifications when silent

Hello,How to turn on notifications when the phone is muted? I mean notifications on the top beam. Once upon a time, I found a solution somewhere, but I can't find it again.

Wired but I have similar issue with the sounds. Short sound on all notifications even if I set my own and also quite media and they vol up and down

Yes, no notifications are displayed on the top bar (emails, sms messages and no other) when the phone is muted.
