I was able to pull down the settings without unlocking my phone.

Yes, I have the ROG Phone 8 Pro with an AT&T sim card.

I was able to get mine to boot up by turning on airplane mode during one of the loops. After unlocking, I turned airplane mode off and my phone is now functioning as normal.
