That's not a bug that's a feature

I had that same problem once when i swipe up to all apps it would not have the blur effect but i fixed it when i cleared the cache of the asus laincher and also changed my wallpaper

Mine shows no less or no usage at all compared to the screenshot given. 

I dont have the bugs you have mentioned except the one where the clock is near the edge. My google play services shows no usage, so something on your phone must have caused it to work/enable.
