I think this is an error caused by your local network provider. The wait order can only be changed when you subscribe to the service of your network operator

This may happen after you have just updated your phone. If it happens randomly then that is the error.

The Android 10 beta version is unofficial so I recommend using the official release so you don't have the same error.
