It might be a hardware issue, my nexus 6p had a similar problem where it would hunt for focus constantly and the slightest movement would result in blurry photos, I replaced the camera and it stopped happening
I've had similar issues and could only get around it by using a USB DVD drive instead of a USB stick.The laptop completely refused to boot from any USB stick no matter what options are set on the UEFI.
