Slow Power supply issue

I have issue when charging my phone in empty battery condition (0%),takes 5 minute to charge 1% (on display 1%). Anyone can help my problem? Or this is normal?

Why do you let the battery drain to zero? Of course, this is normal

I can confirm this is normal, as most battery devices need a little extra battery to start the services.
