Have you tried watching the video by enabling the browser option "Request desktop site"?
You may also try a different browser such as Firefox to check whether the navigation bar gets hide or not.
It would be a great idea of you could tell us the web URL on which you were watching the video in full screen so that we could duplicate the issue in chrome as well as in other browsers.
