Please tell me why I can't update firmware android 10 beta 3

Thank you for your asking. The cross Android update require manual update, kindly try some stay-at-home troubleshooting tips below:
1. Manual update with phone
Download the file into the root dictionary of the internal storage, aka the outermost place you could put>re-boot the phone>tap the pop-up notification "system update"
2. Manual update with PC
To avoid the zip file be downloaded incompletely, use PC to download the file and put the file into the root dictionary of the internal storage via cable>re-boot the phone>tap the pop-up notification "system update"

Please note that once the update is completed, all data, apps, settings and personal information will be deleted. Kindly backup your data first.

I re-boot on my phone and the pop up on screen But it rises and disappears

Thank you for your reply. Please refer to the steps below
1. Try "the Factory Reset" 
Settings>System>Advanced>Reset options>Erase all data(factory reset)
Please note that once the Factory Reset is completed, all data, apps, settings and personal information will be deleted.
2. Download V429 file via PC
3. Put the image file into the root directory, the outermost place, of the MicroSD card
4. Tap pop-up notification (p.s. if the notification doesn't come out, try re-boot)

If the situation remain the same, please provide me a video of your firmware update process.
