There is no Downloading Bar animation on the Notification when I'm downloading/updating/installing application from google play store and google drive. I already factory reset the device but still there are no notification about it. Also the Notification settings are not blocked.

Do you mean you cannot see this notification when you're installing/updating apps from Google Play Store?
From Google Drive, are you also downloading applications? Or what type of files are you downloading?
