[5z] Help required to restore the Widevine L1 (bootloader locked - DRM Info states L3)

Please tell us some basic information before asking for help:
Model Name: ZS620KL
Firmware Version: WW_user_100.10.107.92
Rooted or not: Not
Frequency of Occurrence: Always
APP Name & APP Version (If your issue relates to the app): DRM Info

My Bootloader was unlocked at first with Beta Verizon of Android 10 installed, so sure it would be L3 with bootloader unlocked.

But, then I found a way on XDA to lock the bootloader back by downgrading to Android 9 Pie, from link:

So, this successfully relocked my bootloader and then I upgraded back to Android 10 stable version. Then after upgrading back to Android 10, I did hard reset once. But still when I download the DRM Info App, it still says WideVine L3, with bootloader locked and latest Android 10 Version of the ZenUI installed

Plus here I found one user (dip7g) stating that he did lock bootloader back and got L1 back, but never stated how. Link :

If any one can help me with getting L1 back, it would be great as I would be giving away this cell phone to my little brother, who likes to stream Prime and Netflix a lot.

Tried that, but people in service center are so dumb that they don't even understand what widevine DRM is. So it's of no use.
