No "Perforrmance" and "Power saving" mode in Control Panel (Power settings). Is it normal?

Yes, this is normal.
If you want to make changes, please first click on "Create a power plan" on the left side, customize the power mode, and then make the necessary adjustments. Alternatively, you can click on "Power & battery" in the system settings to make adjustments through the Power mode.
