The official download link was supposed to be this:

For some UNKNOWN reason, Asus removed the new updates for the Rog Phone 5 from the entire internet. And there's no point in anyone coming here with the talk of "no longer provide previous firmware versions or downgraded software packages on ASUS official website" which I don't I'm an idiot, and I don't buy into that conversation. Nobody here is looking for old updates. We are all looking for the new ones.

It was that I was able to perfectly update my Rog Phone 5 Ultimate to Android 13. I don't know how I will do it for future updates, since it seems that Asus decided to stop supporting it. But at least so far, the problem seems to be solved.
