Why is my Z3nPad po28 frozen after doing factory reset?

ZenPad PO28, approximately 4 months old. Did a factory reset on it. Now I can not login. Welcome screen comes up when I turn on. It won't connect to my internet now.

Can not get help from app or by phone, just get busy sound.
