Too big gesture panel. Is it normal?

There is too big gesture panel in portrait mode. It look like simple navbar. Also this panel does not hide in landscape mode, so games isn't in real fullscreen mode.

It's been confirmed that this behavior is caused by the app developer, and could be found on other devices as well.
