USB Debugging is not necessary for connecting to PC. Are the notification for you connected is showing file transfer or just charging? if not file transfer tap on that notification and change to file transfer. If there not showing anything when connecting to PC, check your cable. Maybe it is only for charging but no data or try using other cable to make sure.
