Its look like volume control does not control BT device volume and BT device control does not controls phone's volume.

PS. Today I have tried with Microlab D21 and there is the same problem

For me it was a setting causing this.
Go to settings-Sound & vibration-scroll down and choose Bluetooth volume control-select Absolute volume
