Missing VoLTE option making it impossible to call or receive calls in roaming. Please help fix asap.

Second time happening in less than 2 months.
Troubleshooting tried: activating 5G network and switching between approved carriers for UK (3UK and O2). Nothing works, no coverage to make or receive phone calls in roaming. Call service provider asking to enable VoLTE option but cannot find it on the phone. Please help asap.
