No. According to my memory of the last time this was discussed, that limit is there to protect the camera module from overheating.
A workaround is to stop the video, and start a new one right away. The new video will also have a limit, but by stitching them together you can get a more complete video. This will potentially expose the camera module to high heat, so please do this at your own risk.
