Tried the following to no avail: 1. Deleted all alarms 2. Cleared Zen UI and Clock storage and cache 3. Rebooted What else can I try?

Managed to solve the Phantom Alarm issue. Turns out that it was Tasker. To fix:
Goto Tasker Preferences
Select Monitor Tab
Goto Use Reliable Alarms
Set to never
