why can't my aeroactive cooler use usb debugging after i have allowed it on developer's mode ?

i can use usb debugging normally with the bottom port but on my aeroactive cooler , it seemed to not be responding or showing any usb debugging alert. the aeroactive cooler is the one i got together with the phone in the box. is it a hardware problem or software ?

It is not hardware issue, it's just how this hardware solution works.
