Does the ASUS GT-BE98 Pro router not support "Arp Binding" in the latest firmware version? I already searched a lot and did not find this option. If you really don't have this option can it be added to future updates?

ROG routers such as the GT-BE98 Pro are also covered on the ROG forums.  If you are on the fence about purchasing because of this specific question, it can also be asked over there.  There's also a suggestions thread...

I do believe the GT-BE98 Pro does support this, which I believe allows static IP assignment outside of the DHCP server range?

Say you set DHCP server to assign 192.168.50.50 - 192.168.50.254.  Then you want to assign static IPs 192.168.50.2 - 192.168.50.49...
