Can't enable Camera2 API after updating to Android Pie (Max Pro M1)

Model Name: Asus Max Pro m1
Firmware Version: 9
Rooted or not: Not Rooted
Frequency of Occurrence: N/A
APP Name & APP Version (If your issue relates to the app): Camera

After updating to Android 9, I can't seen to enable Camera2 API again on my Max Pro M1.
I used to enable it using fastboot every time I format my phone on older android versions but this time It won't work.
I'm getting an error that says "FAILED (command write failed (Unknown error))"

Anybody knows how to fix this so I can enable camera2api again without rooting my phone?

I am having same problem with m1 model. It says to many links. command write failed. In android recovery one error too. E: couldnt load bitmap fill_ball (error -7) supported api :3
