When you restart? Does the issue disappear and reappear?
Was this after a firmware update?
Do you get the same issue in safe mode?

I haven't tried safe mode yet but after restarting problem has less frequency and its happening after 17.0230.2009.4 update

Can you try in safe mode and see if it occurs?
