Hotspot bug
Im using xender, i click on send
But Hotspot icon does not shown on notification bar, it was also not enabled in notification icon.
But hotspot was actually opened in setting.
Send it to developer for fix this.

I can change the lock screen

There is no problem

There was a problem in A9, but it was resolved by updates.

try using the classic then try changing the walllpaper it wont change the lock screen

This is the Xender app behavior. It uses its own design protocol to transfer file by wifi+gps, not ASUS.
How to confirm: enable hotspot> tap "send" in xender app > it will request to disable hotspot.
So, it is expected that the hotspot icon won't be enabled while using the xender app.
