Access to notification panel when screen is locked solution?

Hello, I am having trouble looking for the setting that would turn off the access to notification panel when screen is locked. Personally, I think this is a security issue, since turning on/off my wifi, mobile data, or location can be accessed even when screen is locked. Hoping for your help everyone.

    Have you looked in settings -> Security & lock screen -> Lock screen preferences -> On lock screen
