Cannot set RCS Flags for Messages Beta

Google Messages (Beta)
I go to Activity Launcher - Set RCS Flags, and as instructed I set ACS URL and OTP Pattern to the recommendations. When I click on Apply nothing happens, the settings are not applied. Does anyone know why?
