Photos app cut off

After android 10 update, the top side of the photos app's settings is cut off, I don't know if this is due to the compatibility problem with the update or the app itself.

I can't find these settings. Mine looks completely different. Which version of photos do you have or could you please explain how you get to backup mode and mobile data usage in Google photos?

Go to settings - Backup and sync - turn on - after turning it on some more settings will appear, backup mode and mobile data usage, these are being cut off. I have latest photos version

Maybe is Photos UI country dependent, that's why I see that screen ok.

Same here. My settings doesn't look like your even though I also have version 4.30.0.279188768.
I can forward your discovery to our devs. Maybe they can recreate an Indian device (I guess you're from india?) to see if they can replicate this behaviour
