I am unable to connect to a monitor using the type C connection. The monitor and cable has been tested on another computer without any problem.

I have confirmed that the USB Type-C of the UX3402ZA supports the display function.
If you have confirmed that there is no problem with the connected cable, I would suggest you bring back your laptop to our service center.
The following is the contact information:

Thanks for following up, yes I have returned the faulty laptop back to the supplier.
Awaiting their verdict to see if they will replace me another one or refund me.

My supplier said there was nothing wrong with the computer, and wants to return it to me. but as tested there were the issues discribed, What are my next steps? My seller is based in Australia.

When you brought your laptop to the service center, did you try the connection of your LG monitor in front of them? When they said nothing wrong with the laptop, did they test with other monitor brands?
