No i dont it will ever come in official updates. There is custom kernel which have this feature and probably because of that you are asking this question here.
No. This display is designed to 60Hz and some of them may fail after overclocking. It may also shorten the lifespan of an LCD. You can do it through Proton Kernel but if anything breaks it's all on you.
