I am able to reproduce this issue actually.
I guess I haven't been using it but instead have been using Google Dialer. Would that be an option for you?
Stock dialer is good if you need call recording or if you need to do a lot of Android dialer codes.

Hi,
Can you both confirm after clearing the cache and storage of the calling App.
Check under safe mode as well. I will test it on my phone as well.

You won't be able to receive phone calls in Safe Mode. But I tried just incase it does, but it didn't.
When showing the System App, there's two Phone apps (not Google Dialer). One of the App has a package name of com.asus.asusincallui. I think this is the culprit app.
But anyway, I have cleared cache and cleared storage too - it did not work.
This only happens on incoming calls by the way.
Thanks!
