Is there any way to turn off the rotation toggle that is at the bottom when we change the device orientation from portrait to landscape?

But that behavior is by design. It will only show up for a short while when you change orientation. If you were not fast enough to click it, then, just change the orientation of the phone again to make the rotate button appear
