It doesnt decrease the rate, at best if its crappy protector it might sometimes not register touches.

I've got a tempered glass screen protector on mine (not the one from Asus), and haven't experienced any issues with the touch screen or fingerprint reader.

Its been out of stock since ages. All the official accessories aren't available at all. Is Asus too busy in Rog 5!! Atleast we had an option for Rog 2 where other branded 3rd Party companies made products for them like Back Cover, Tempered glass. But for Rog 3 not a single 3rd party company has made.
All the products available are Chinese version and we doubt there durability.
