Zenfone 7 Pro: Widevine L1 downgraded to L3

Model: Zenfone 7 Pro ZS671KS / ASUS_I002D
Firmware: 29.13.7.47
Not rooted. L3 appears now permanently. Netflix version 7.81.1 build 19 35189
Hi, few days ago I had Widevine L1 in Netflix. Yesterday I realized it's only L3 now after the app had problem starting. I cleared Netflix cache memory and reinstalled it, restarted the phone. Netflix works fine now but it's still on Widevine L3.
I don't know what could have cause it. Weirdly, by accident I also upgraded my modem/router yesterday as well.

I also got level 3 after netflix did not open. I got the error: Unable to connect to netflix. Please try again. I tried opening twice and then closed the app and then it finally opened, then I checked to find my widevine level had gone from 1 to 3. @Anders_ASUS could this issue be directly related to netflix?

Not rooted, bootloader never unlocked.
L3 appears suddenly permanently, even after multiple reboots. 14 days ago it was on L1, didn't know what happens to switch to L3.
